Duterte skips summit meets because of migraine

Duterte skips summit meets because of migraine

Marciano Paynor, chief Philippine protocol officer and the country's incoming ambassador to the United States, said Duterte was learning "quick" during the summit, his global debut since becoming president on 30 June.

But on Thursday, Philippine foreign secretary Perfecto Yasay told The Associated Press that the leaders had met.

Obama has repeatedly warned against the perils of the Trump presidency, suggesting the Republican nominee would be woefully unprepared to take office should he win in November. Obama called Duterte a colourful guy but cancelled the meeting later on.

At the top of the agenda for Obama's meetings with Asian leaders in Laos were persistent concerns about China's behavior in the South China Sea.

Mr Duterte later walked into the venue of the Association of South-east Asian Nations' (Asean) summit meetings in Vientiane, about four hours late but just in time to catch the start of the East Asia Summit, which groups the leaders of the 10-nation Asean and eight other heads of state, including President Barack Obama.

Obama explained that he "doesn't expect the controversy to affect the relationship of the two countries". This had caused Obama to cancel a formal meeting scheduled for Tuesday.

It was for this reason that the White House made a decision to cancel their scheduled meeting with their non-NATO ally, which was verified during a press conference - transcribed on the White House site - on Tuesday with Deputy National Secretary Adviser for Strategic Communications Ben Rhodes, in Laos.

Nevertheless, Duterte's office earlier Wednesday released a statement saying he would sit next to Obama at the gala dinner.

Obama was responding to a question on Duterte's expletive-laced remarks against him, which the US President said he did not take personally.

Obama opened his two-country visit to Asia last Saturday by joining Chinese President Xi Jinping to formally commit their countries to a global climate change agreement.

"I'm very happy that it happened".

However, the White House had no immediate comment and the Philippines did not elaborate on what was said.

"I realize this raises tensions", Obama said as he met with ASEAN leader, referring to a recent worldwide arbitration ruling against China on the maritime dispute.

Obama, closing out his final presidential trip to Asia, said his meetings with foreign leaders during the trip had illustrated that governing is "serious business" requiring knowledge, preparation and thought-out policies that can actually be implemented.

Obama also said at a news conference that he was not ready to concede that the US military prison at Guantanamo Bay will remain open when he leaves office, the AP reported.

"I think the most important thing for the public and the press is to just listen to what he says and follow-up and ask questions about what appear to be either contradictory or uninformed or outright wacky ideas".
