Tropical Storm Julia developed the requisite circulation features and attained the minimum wind speed (39 mph) to become the Atlantic season's tenth tropical storm.
Up the coast, Principal Patrick Rossiter of Tybee Island Maritime Academy said he was keeping close tabs on the latest storm reports and radar Wednesday.
The only named storm, Tropical Storm Ian, will stay over the open waters of the Atlantic. Small-craft cautions were in place for SC waters and a tropical storm warning was issued for Charleston County waters about 20 nautical miles off the coast, Mohlin said.
The rainmaker is expected to move very slowly north over the next couple of days, bringing strong winds and rain accumulations of 3 to 6 inches to parts of the SC coast and 2 to 4 inches near Savannah, GA.
By 5 a.m. EDT Wednesday, Julia was centered about 40 miles (65 kilometers) north Jacksonville, Florida, and moving north near 7 mph (11 kph).
The storm was forecast to drop 1 to 3 inches of rain overnight and any heavy rain at high tide in the morning could mean ponding and spot-flooding, according to meteorologist Peter Mohlin of the National Weather Service in Charleston.

Isolated tornadoes are possible through early Wednesday across parts of northeastern Florida and southeastern Georgia.
Tropical Storm Julia has formed off the eastern coast of northern Florida and it is expected to impact southeast Georgia. Officials at the National Hurricane Center in Miami say it's moving slowly and is expected to weaken to a tropical depression later Wednesday. The storm is storm is reported to have winds up to 50 miles per hour, with authorities reporting those conditions could be on the rise over the next several days.
A new tropical depression has formed in the Atlantic Ocean.
Tropical Storm Julia is bringing heavy rain to the northeast coast of Florida and southeast Georgia.
Lowcountry school districts are watching the weather to determine whether rainfall from Tropical Storm Julia could require school schedules to be adjusted.
"We had some pretty good winds associated with it", he said.
