Paul Ryan: GOP to introduce Obamacare 'repeal/replace' bill after break

The plan calls for a refundable, advanceable tax credit to help people afford healthcare coverage.

Both Obamacare and the Republican replacement plans provide tax credits to help make insurance more affordable.

Health and Human Services Secretary Tom Price told lawmakers that the president backs repeal and replace occurring at the same time, and that "the president is all in on this".

The new Republican plan is a bit like the Stupak amendment on steroids. Businesses can not create more jobs with onerous health care regulations and legislative uncertainty breathing down their necks.

To move to this system, Republicans proposed repealing any tax penalties for the individual mandate and employer mandate during the transition period.

At the press conference, the Freedom Caucus announced its support Sen. "There are simply too many unknowns with the marketplace program to commit to our participation beyond 2017", said CEO Mario Molina.

"We should do full repeal", said Rep. Jim Jordan, R-Ohio, a leading House conservative. "That's fine if you want to have kids, but maybe you don't want to have kids right now and you're willing to say: 'You know what?"

It could also mean that, once again, Ryan is trying to create the illusion of progress, as he and other Republican leaders have been doing now for six years, 11 months and counting.

"This is a potentially significant incentive for states to get serious about efficiency", says Paul Howard, director of health policy at the Manhattan Institute, a conservative think tank.

The companion legislation would get rid of the mandate that all insurance plans include certain types of coverage. However, driving abortion coverage out of the individual market would certainly make the procedure less affordable for many, while further stigmatizing a procedure that should be considered a standard part of reproductive care.

The plan also calls for expanding health savings accounts, which allow people to save their own money tax-free to pay for health care costs.

"We're under that discussion", Brady said.

GOP leaders presented a menu of options for a health care alternative at the closed-door session, according to lawmakers in the room. She said for Republicans promising for decades to improve the nation's fiscal health, that choice "is going to look hypocritical".
