IS said in a social media posting that it was behind the Sousian attack, having acknowledged on Thursday it had lost control of al-Bab.

The Euphrates Shield operation by Turkey and Syrian opposition started on August 24.

An ISIL vehicle bomb killed more than 40 people on February 24 in a Syrian village held by rebels, a war monitor said, a day after the jihadist group was driven from al-Bab.

Turkish, Syrian, Russian and US-led coalition warplanes hammered al-Bab and the surrounding countryside in recent months during the battle for the city.

The delegations will not negotiate directly, and Staffan de Mistura, the U.N.'s special envoy to Syria, is not "expecting a breakthrough".

Pulling from the playbook of his late father, Hafez Assad, who backed Syrian Kurdish militants against Turkey during the 1990s, Mr. Assad has signaled that he intends to use the Kurdish-controlled areas as incubators for a wave of resistance - all while US and coalition air power provide cover.

United Nations envoy Staffan de Mistura said: "I'm not expecting miracles", but warned of dire consequences if the talks "fail again".
