Repeal of Obamacare is 'complicated' process

Repeal of Obamacare is 'complicated' process

Trump and Vice President Mike Pence during their during campaign had promised to immediately drop and create a replacement for the Affordable Care Act - a signature program by former President Barack Obama that Trump has denounced as ineffective and too costly.

The top Democratic senator predicted Monday that Republicans will fail to fulfill their long-stated goal of repealing and replacing the federal health-care law, as he went on the attack against President Trump on the eve of his first address to a joint session of Congress. All of these Republicans could agree on trashing Obamacare, but they did not have a common intellectual basis for designing a replacement and they still don't. He thanked the pair, saying "they spent a lot of time with me". But crucially, the Policy Brief suggests that Congress might allow states to move away from traditional Medicaid coverage principles by permitting them to cut services, such as nursing home care or physician care. "Nobody knew health care could be so complicated".

A draft that leaked Friday, however, has elements that may be objectionable to some Senate Republicans, including changes to Medicaid funding. Some states might recreate Medicaid's current federal coverage guarantee though a state law. At one point, senior adviser Jared Kushner reminded his father-in-law that House Republicans are sketching out a different approach to providing access to coverage. Most Americans - and many of Trump's own supporters - don't want repeal until there is a replacement in place, and think the replacement should have numerous same components as Obamacare itself. By the wide margin of 73% to 9%, Americans think anyone with health coverage today should be able to be covered in the new system. Under the legislation popularly known as Obamacare, about 16 million people became newly insured under an expansion of the Medicaid program and the connected Children's Health Insurance Program. Ohio Gov. John Kasich, for example, is publicly lobbying the Trump administration to preserve Medicaid expansion under Obamacare. "So you have to remember that", Trump told the Republican governors.

Replacing the lost revenue at a time when Pennsylvania already faces a growing budget deficit would be "obviously extraordinarily hard for us to do", Dallas said.

The independent analysis by the consulting firms Avalere Health and McKinsey & Company said the tools states could be given to control spending include tightening eligibility criteria, requiring able-bodied beneficiaries to work, limiting benefits, reducing payments to providers and increasing patients' cost sharing. The Obamacare law, which extended health insurance to 20 million Americans, has been popular in many states, even those controlled by Republicans.

Over the weekend, Trump said he met with Wisconsin Governor Scott Walker and Florida Governor Rick Scott to discuss Obamacare.

"As soon as we touch it, if we do the most minute thing, just a tiny little change, they're going to say it's the Republicans' problem".
