Some moderate Republicans are nervous that the plan would cause struggling families to suffer, a prospect highlighted this week by a damning congressional projection that 24 million people could lose insurance within a decade under the new bill.

The ACA requires insurers to cover mental health and substance abuse services on par with the coverage extended for other medical care.

Republicans have been divided over the American Health Care Act, the GOP's bid to repeal and replace Obamacare.

Will these - should these - estimates compel GOP leaders to change the bill? Opponents say it will severely limit the number of people who will have access to Medicaid because once the money runs out, it's out. The CBO found that some of the most negative effects of the AHCA would be for Trump voters.

But costs by 2026 would remain some 20 to 25 percent higher for people age 55 to 64, CBO said. To help offset new costs, the law required that all people of a certain income buy health insurance. But it's important to remember that it does not mean that premiums would decline by 10 percent, just that they would increase at a lower rate than now projected.

Rep. David Brat, R-Va., for example, claimed that "the CBO has scored everything wrong, forever". At least seven Republican members of the Budget Committee have made public statements in the past week indicating they want a full repeal of Obamacare, but it's unclear whether four of them will decide to go out on a limb and vote no. But Baldwin contends that the bill includes "provisions that make that far from a certainty". The chief executives of Aetna and Cigna received $17.3 million in 2015, UnitedHealth's chief executive had $14.5 million in total compensation, and Humana's chief executive received $10.3 million, CNNMoney reported.
