Russia, Google reach $7.8 million settlement on Android case

Russia's competition watchdog, FAS, ruled in 2015 that Google was breaking the law by requiring the pre-installation of applications, including its own search tool, on mobile devices using Android, following a complaint by Russia's Yandex.

While Android is an open platform, core parts of the operating system aren't, including Google's app store.

Today the Federal Antimonopoly Service of Russia (FAS) announced the approval of a settlement of the two-year old Android antitrust case in Russia.

Yandex will now be able to reach agreements with phone manufacturers to have its search engine preinstalled on Android phones, which can slow Google's expansion in Russian Federation and bolster its own. It should enable Yandex to reach commercial agreements with mobile-phone makers and expand its share of search on Android devices in Russian Federation, he said.

FAS also imposed the fine for abuse of market dominating position in the amount of 438 mln rubles (US$7.8 mln). This widget will prompt users with a "choice screen", where they can select between Yandex, Google, or any other search engine who may sign a commercial agreement with Google for inclusion on this list. The Google search bar will be replaced with a Chrome widget and Russian search engines will be able to appear on the screen.

Google representatives didn't immediately respond to requests for comments on the settlement.

Now the search giant has settled, agreeing to pay a $7.8 million fine as well as allowing phone manufacturers to choose any default search engine.

MOSCOW, Russia - April 17, 2017 - On April 17, 2017, the two-year legal process between the Federal Antimonopoly Service and Google ended up with a voluntary settlement in the Moscow District Court of Arbitration.

"We managed to find a balance between the necessity to develop the Android ecosystem and interests of third-party developers for promoting their mobile applications and services on Android-based devices".
