China imposes duties on U.S. DDGS

China's Ministry of Commerce has made a decision to impose anti-dumping duties on distiller's dried grains (DDGs) from the United States by requiring importers to pay a cash deposit on purchase.

Starting Friday, importers are expected to provide a deposit to the customs in accordance to each company's dumping profit margin, which stands at 33.8%.

The U.S.is the largest DDGS producer and has a surplus to export, while China is the biggest importer.

In a joint statement, the U.S. Grains Council, the Renewable Fuels Association, and Growth Energy said they were "deeply disappointed" with the decision.

In January, it said it was investigating alleged dumping in response to complaints from domestic producers. DDGS exports from the U.S.to China slid more than 60 percent to 1.7 million tonnes in the first seven months from a year ago, worth $347 million.

"We are proud of the role that USA and Chinese DDGS have played in helping China's animal feed industry to produce high-quality animal feed products to supply China's rapidly growing meat industry, and in ensuring that Chinese consumers continue to have access to safe, affordable and nutritious protein products". Instead, DDGS play an important role in protecting Chinese feed producers and households against unpredictable swings in global commodity prices. They also disagreed with the assumption that DDGS are being dumped on the Chinese market and said they are "confident that U.S. DDGS. are not causing or threatening injury to Chinese producers".

China previously launched an anti-dumping investigation into DDGS imports from the United States in late 2010, later extending the probe before dropping it in mid-2012. "With or without China.we will not be sitting on excess supplies as an industry".
